How do I Order an Item?

Why does it say payment declined during Checkout.?

[All Credit card order are processed with the Latest Technology, If the Billing Address/ Security codes Do Not Verify your Payment will be Declined. All Information must match the Billing Address or it will fail Address Verification.]
